Eiki analyzes not a person's true nature, but the sum of all the deeds of their life. The Yama can see through a person's true nature just as easily, but her job is to tally the karma of a person's life, and how their deeds match their nature and dharma (way they should be living).
Komachi can't actually see a person's past actions like that, so her judgments are more about how they are in this moment combined with how they are inside. Eiki's judgment is how everything they have ever done adds up.
