Yup, they make less than anyone would imagine but it's just enough to leave them motivated and to keep them from blowing it all on shit they don't need like cars and drugs. I think a drug problem might have been why he made that policy. Seeing as none of the Johnny's Juniors get paid nor pay, they know what they are getting into if they ever debut.
I've also heard that the excess money they make goes back into the company for performance and set fees, it's how Johnny's can always use the newest tech and have the biggest shows. So it's not going into the suits-behind-desks' pockets, it's being recycled. I also heard that they have a system in place for retirement (and emergencies), so when they do plan to leave the business they'll still have no reason to worry about money. Johnny-san is a genius in the industry.

But Johnny's is NOTHING like UP-FRONT (H!P) in terms of how they run or how much money flows through. I wouldn't be surprised if Sayumi makes about as much as the top earner of a simple maid cafe (the girl that doesn't do sexual favors with the costumers for extra cash). Sayumi, with her status of an idol for over 10 years, still lives with her mother and that says a lot. At least she's learned how to be frugal from her mother. You should check out the episodes of "Ikinari! Ougon Densetsu" with her, she tries to live on 10,000 yen (roughly $100) by herself.
