The book of Leviticus. Basically, there were two goats sacrificed as part of a ritual for Yom Kippur and one of them was aptly named the Azazel goat, or scapegoat. It would symbolically carry the sins of Israel ( Similar to Christ's own sacrifice, but only for the Jews ) and die alone in the desert. The other was sacrificed to YHWH.

Goats and Satanism didn't really come into the view of public until the Knights Templar and their worship of Baphomet, who is famous depicted with the satanic pentagram on his brow. That and infamous occultists like England's Aleister Crowley.
