Actually, let's think about this. Assuming hankousen (0.8 multiplier) and Line Ahead (1.0), a carrier will need at least 186 damage (187.5) to reach the damage cap.

A Hiryuu with 2 Suisei 601s is
(64 + 0) x 1.5 + (11 + 11) x 2 + 55
96 + 44 + 55
195 raw

Apply houkousen and her raw damage comes to 156; 152 after cap.

Souryuu with the same loadout will only reach 147 in hankousen, which honestly is enough for practical purposes.

The 5th strongest CVs (Akagi/Kaga) would need 2 Egusas just to hit 144 in hankousen. So if you're running the weaker CVs or CVLs in your support fleet, you will need at least 3 planes to give you a good safety net for hankousen fuckery.
