You don't want to bring Shimakaze, Hibiki or Chitose for 2-4.

Get some more levels on your ships. Max the armor on your two CVLs (or replace them with a bigger CV), get bigger guns on your BBs. You need about 130ish firepower to even dent the enemy BBs.
