There's several reasons, really. One is that Katori looks like an full-on adult, while Kashima looks a bit more vaguely aged. Katori's uniform looks like office wear, while Kashima's skirt looks more like schoolwear. Nips tend to prefer the younger option.
Plus, Kashima is more "exotic" than her sister. Katori by herself looks pretty normal; she's pretty much any adult brunette with glasses. Kashima looks slightly more like the usual idealized anime girl.
Also, Katori's base CG presents her as very forward and a dominatrix. Kashima's CG looks less aggressive and only mildly flirty. It's easier for people to project whatever idealized personality they want unto her.
