Well it has to be Wukong, Zhu Bajie and Sha Wujing, right? Here's the issues:
>Baijie and Wujing are missing their iconic weapons, rake and crescent staff
>Japanese Wukongs are 99% of the time Japanese macaques which do not have long tails (Goku is the exception). Even most Chinese depictions do not give him a long tail.
>None of these characters are ghosts, extinct species, the undead or are significantly related to hell in any way. Wukong escaped Hell once but he was not truly dead and did not come from there.

One of these characters clearly has a bear trap around their arm. If not those three, they might be different figures cosplaying or representing them.
