The short-and-long of it is that Japanese animators had no budget and thus had to constantly recycle frames.

This leads to highly expressive faces because they have very little money to make a wide range of emotion.

The reason the pre-40's animation style looks the same as Western animation is because it is. They used the same techniques, they had the scratch for that kind of thing.

It caught on because they had to make it highly aesthetically pleasing or no one would like it.
