I have a theory on why Hecate dresses the way she does.
She is being influenced by America.

Now hear me out.

America uses Roman imagery and names a lot of their stuff after Roman deities.

Their mottos are in Latin

Projects and other stuff is named after them.
Project mercury
Apollo missions
Titan missiles
Saturn rockets
Atlas missiles

They have a giant Roman goddess statue.
the statue of liberty who is based on Libertas.

On their medal of honor is Minerva

In their supreme courthouse is a giant statue of justice. Roman goddess Justitia

And the fasces is one of their symbols.

Maybe Roman deities hang out in America and Hecate was one of them that tried out the newer fashions she was seeing.
