Yeah, you are totally right. I thought of that right after making that post. There would also be the problem of martyrs, basically the case of a chicken without a head: no leaders, but many fanatics going all in.

It was an example from an anon above, but I don't know the full capabilites of an accomplished mage in Touhou to fully answer that. Maybe mind controlling important politicians? Trapping soldiers in illusions? Who knows, I like to think that touhou mages aren't that different to pathfinder's or the elder scrolls ones, so there's that.
