The same could be said about the current lineup, like that one Music Fighter episode, just a little prodding and you had great television.
But you still have a point with 5th and 6th generation additions being so timid and quiet.
I think at some point the girls being selected into Musume found it to be like a dream and were completely overwhelmed by the history and responsibility of working with the big girls. Yuko certainly kept things fiesty and Johnson was a fucking headcase starved for attention. The groups large size allowed members to be swallowed up and continue to be under-developed. Whether this was a natural occurance or deliberate it would have its obvious downsides.
Certain personalities like Rika's, Mari's, and Abe's just towered over the younger members and fans were spoiled in a way.

I'm not trying to make excuses as some of our current lineup found ways to be funny through those times, like Eri and Gaki-san. Eri worked out especially good because as she says she is best when she is backed against the wall, and that is probably the precise type of environment it was for them. Reina was always the lone wolf so she preferred to stay out of the main spotlight.
