All dragons were evil.

And the 7 Dwarven rings were either recovered by Sauron or were destroyed... I think the book suggests that 2 or 3 of them were destroyed.

It's not clear what Sauron did with the ones he had, but there were Dwarves who were subservient to him.

And the Elven rings were the only ones not directly corrupted by the One Ring, but they were still bound to it. When the One Ring was destroyed the Elven rings lost all of their power.
