This doesn't refer to romantic love; it's an expression of affection you would use for close friends or family members. She uses the same wording in her character song, directed at her Nii-Nii Satoshi.
Being as dependant as she is, Satoko very obviously views K1 as a replacement for her missing brother. Hence all of their parallels and similarities in Tatarigoroshi. K1 even goes so far to consider himself possessed by Satoshi's spirit when he's about to ambush Teppei.
There is nothing romantic about this scene, or Satoko's feelings for K1 in general.
