My particular fondness for F/SN (and tsukihime) lies in a few elements:

1) It's not really about the girls. Sure, they're important, but it's more of 'a story where you end with a girl' rather than a 'moe targeting' game. AKA, you're not trying to 'hunt' for a specific girl throughout the game, but you will still end with one based on your decisions. This seems to be a very rare trait with VN's (at least all the ones I've played); most are targeted at creating X character archetypes and then having you try to date them. F/SN and Tsukihime were about their story.
2) They end very differently depending on which path you take. It's not one story with an ending 'flavored to your girl', they're completely different, different events happen, and they're incompatible with each other.
3) I can hate Shirou without remorse.
4) Nasu spent the time to really detail and flesh out the world, the system which it operates on, and really focus on character and world development. Especially without copious angst and stupid misunderstandings that drive so many other eroge.

Although, if asked for a complaint, I found the H-scenes completely irrelevant to the story and somewhat irksome. It's like they were worried about sales and threw them in at the last minute.

Now if only there were more games that fit those requirements. T_T

What do you mean by 'quality'?

-If you mean the terrible and unnecessary porn in F/SN, then none.
-If you mean the absolute shit known as sprites in Higurashi, then none.
-If you mean the beautiful art of F/SN, the deep and not necessarily obvious plot of both, and the lack of lawful-stupid Emiya, and a full soundtrack, then I'd be considering $20-$40.
