The hips should have some kind of system to hold the hole in place, like velcro or strings to tie. If that's the case, then greater depth is better for more compatibility. If you have a shallower hole, it should still work so long as the hips have some way to securing the whole and preevnting it from shifting in or out.
I don't have dedicated hips, but rather a TOMAX's Nui Doll (ran me $50 from Queen Cat, might be able to find elsewhere for cheaper). 26" high and can fit holes up to ~3" diameter and 9.5" deep. All 5-6 of the holes I've tried with it, in a range of sizes, work with no real problems.
Just buy some poly fill and stuff it up for your desired firmness. Cleaning's a breeze, just toss that motherfucker in the wash/dryer.
It's one of the best /ona/-related purchases I've ever made, and that's saying something considering I've been to the M's in Akihabara.
