I feel like the overall userbase did. Admittedly I haven't checked the more obscure OVAs and anime I torrented in the past but it feels like the general userbase of torrents have dwinled to a fraction of what they were even half a decade ago. The difference is palpable, when the hottest new anime aren't getting hundreds of leechers you know something isn't right.
