Anon, planck length is the highest point for energy itself. To give you a perspective an atom compressed to planck length has the same mass as a star. In this scene in Ciel's route the entirety of this ball of light you're seeing is compressed to planck length. You can have quadrillions of solar masses and it's still going to be less than a drop compared to the enegy Arc is manipulating in this very scene. Arc can unironically beat Frieza by raising her energy density high enough.

A conceptual weapon accorrding to Ciel. Yet in Ciel's True we saw Arc being able to remove the conceptual death of the planet with Event Storage, so even that isn't a sure win.

Depends but I think you'd need to have the feats to actually be able to teleport something with the density of a star or higher. Those aren't easy to come by. Also bear in mind past a certain point in terms of magical energy you can pretty much warp reality. Tiamat for example has 7 Grails worth of magical energy and she can travel between stars.

The funny thing is that the stuff Arc does as a result of her Principle is orders of magnitude beyond what Olga has ever done. In the scene where the Luminary is forming the narration states all energy is compressed to -10^35 meters, which actually IS the center of a black hole or a planck star, except the volume of energy compressed in this scene by Arc is massive. It completely blows any dumb classification like planet-class out of the water since planck length is the greatest energy density possible.
