Level up your girls, base LoS matters. You can switch out radar for seaplane on Zara and Ooyodo. Or you can upgrade radars, at +1 that's one additional point of LoS.
66.4 is enough to reach the boss most of the time, you don't need >70.

Here's the fleet I used last month, it has 64,76 LoS. I'll upgrade night scout before attempting it this month.
My ultimate goal since the quest was implemented was sortieing without any radars on DDs but it might take time considering I will reach HQ116 soon.

Link it then. It's not in any of the viewers, nor is it in the OP. It's also a pain to input data manually and the not-new-anymore formula still works pretty good.
