Limiting tag searches for Member-level accounts is just one of the measures taken to reduce the strain on the server. That's the same reason the comment index switched to the "Prev/Next" page navigation (and the post index, too, after page 1000), why totals like number of comments aren't displayed on user pages anymore, etc...

Problems with advertisers. Priv+ accounts don't see ads, so it's no problem for *them* to see the loli/shota.
