They aren't exactly things that get cared for and used for long periods (required for the whole "absorbing feelings" thing) before fusing with someone. Recall they were all sealed away by Lilith centuries ago, so nobody has been using them except the people who find them and fuse with them (or end up causing someone else to fuse with them).

But I suppose if it did happen somehow then its possible. It's not clear if becoming a tsukumogami happens less outside of Zipangu either (since the only non-Zipangu equivalent we have is Living Armor).
