Look at HM. She's pretty much the only background character with notable bust, and it BOUNCES.

Look at art of her in the mangas [Like her cover art in CDS; where pretty much every character is flat as a pancake]. Even her pixel attack sprite in Touhou 19 has a VERY visible bust when she moves. And that's a big deal because it's pretty darn rare for characters to have anything besides maybe a small curve or a slight shadow in any mainline game.
