That's right, it was advertised as Tomato's version of Ryukishi's script. Same as the anime being Naoki's version of it.
From a marketing perspective they just wanted to hype that it's different than the anime. And they left this announcement as late as possible to pull another embarassing surprise twist. Surprise, the anime is not a remake. Surprise, the manga has different conclusion.
