thats a really hard question.

Cirno is my top favorite i think. She's not the smartest in the world, but shes not nearly as dumb as fanon makes her out to be. Shes overall fun loving and full of ambition. She's also very easy going and very cheerful so she doesn't get down often, and probably helps cheer a lot of people up. Its also implied shes not nearly as weak as she seems. If/when she matures, she could end up being a major player. Her attacks have power and she has the drive, but just not the tactical coordination or a lot of foresight.

Remilia is a close second for me. Shes calm, collected, and powerful, however still has a cute/childish side at times. Remilia is incredibly powerful, but although she tries to hide it at times, she also seems just as caring. She usually seems to have her own reasons for doing what she does, and although could be a much bigger player like yukari, she tends to be very hands off and only intervenes directly if there is absolute reason. She is also head of the SDM which is possibly one of the best factions in gensokyo in terms of resources.

Nitori is also another one of mine. I don't know as much about her personality as i should, but she seems very kind and helpful. She also seems to have a very fun personality and is very creative. Shes someone I could hang out with, discuss mechanical designs with and have a great time with for hours.

On the other end I'm not particularly fond of Eientei, however, there arn't any absolutly bad touhous.
