There was a mention somewhere of Houraijin being able to revive 'from a single hair', but that seems like hyperbole. Hair isn't living tissue, so it shouldn't be affected by the Elixir. Follicles are, though, so it seems likely that her hair was silver before she drank it; however, the length of the hair at that time wouldn't matter. Most likely, whatever process can keep her metabolism active without eating would also keep the follicles growing hair, so rather than bother with cutting it, she probably lets it grow long out of convenience.
