Some more advice: DO NOT USE THE TANK/CANNON FOR IT WAS MADE BY FUCKING PEDOPHILES. Seriously, it's fucking useless because of the shit accuracy. Buy Rocket tanks. Yes, ammo is expensive, but the blast radius of the rocket makes it much, much more likely you'll hit your fucking target. They're also much more powerful and quite good for raping Cyberdisks and such.

What version of the game are you running? XComUtil is great, but there's another option that uses the "Gold" (windows) version of the game:

This comes with an editable config file that lets you pick and choose exactly what "mods" are added to the game (XComUtil makes a few changes you can't opt to exclude.) It also fixes some nasty monetary bugs with the base (there's a way to do it with XComUtil as well, if you want. Check the "paying for dirt" bug on the wiki.)

And be sure to poke around that wiki. "Breaching UFOs" is especially good.
