Well like news said that they are ready to turn heat on governments if police is unwilling to do anything for it, naturally countries like Russia won't give shit but small countries like Netherlands is possible to be negotiated with.
Also most of those sites are in "europe-dmca-free zones" already but as i understood they are trying to break these zones with this new coalition and if not then that's just gonna be step two.
Unless they just give up after few countries just refuses to cooperate which i doubt when there is plenty of people on board.
