I can empathize with this sentiment somewhat, honestly. Someone likes when their oshi reads or likes their comment because it feels like they actually mattered in some way to this person they hold in very high esteem. Now suppose you're someone that lives a hard life in a third-world hellhole, you are well-informed of the internet so you know there are much richer, much safer, much more powerful countries in the world, and you too have an oshi compounded with the fact she's from one of the richest and safest countries. Now suppose you don't get to talk to her or get any likes from her because she doesn't speak your language, but see that someone from your country gets to play with her in front of thousands of people. Even if it isn't you, someone from your country got to play with your oshi, meaning it's possible that you could have played with her and/or that you could play with her some day. It would be a pretty exciting event. Hell, EOPs constantly beg for more EOP streams by holos that can't speak english despite being pandered to heavily.

#1 is Fubuki. She's the representative of the brand and Cover has a huge stake in her at this point. They'll probably do whatever they can to make sure she never truly graduates, at most just appears very rarely to show she's still connected with Hololive.
#2 is Pekora. She's the fastest-growing main-branch talent in terms of audience and recognition, and currently the most-watched holo. Her success is a huge part of Hololive's perceived incline and if she were suddenly gone it would cause a huge amount of pessimism for the company's future.
#3 is Miko. Her history with Hololive is too significant, she's Pekora's best friend. She might have been able to quietly leave before her comebackm but now she's basically the other iconic veteran after Fubuki. If I were Cover I'd be actively grooming her as a flagship holo at this point because the "Protagonist of Hololive" has basically come to life at this point.
#4 is Coco. She holds a major chunk of audience to Hololive that would probably leave if she did. More importantly though, the current timing would simply be way too damaging. CN and Bilibili were basically cut off to defend her, Hololive as a whole has taken retaliations for her sake, Coco leaving at this juncture would basically encourage every Cover anti for the next 5 years.
#5 is Gura. Her suddenly graduating so soon after joining and after getting huge would pretty much instantly turn EN into a massive mess and be a PR nightmare.
#6 onward mostly just comes down to numberfag/narrativefag arguments.
