You leave ships in your main fleet. If you're kind, your two highest levels with whatever in the other 4 slots(leaving none in this picture so that it not only rewards great exp but is easy to defeat).

You can also be a dick and grief by leaving two lvl1 BBs in your top two slots and leave your strongest ones in the other 4.

Idle fleet because you're showing no intentions to sortie, are away or doing anything but expeditions to stockpile resources.
