For me they are correctly rated because for all the good that they may have, the setting is mostly like Kamen Rider or Sentai but with a cute girl, down right to having Shocker combatmen. Sometimes it's a Wonder Woman or Power Girl knock-off instead.
The role of the heroine is more of a vigilante rather than the magical girl whose fight has some teleological, higher spiritual meaning (Even Precure falls into the latter). And male villains tend to be monsters that are too goofy, or middle-aged men who have the charisma of the wet cardboard which makes up their armour.
