Unless you mean that because there's a lack of named male touhou characters and there's not enough guys to pair the girls up with, then you are right.

But yuri doesn't make sense as there's plenty of males in Gensokyo.

I disagree. There are quite a few pairings that would make sense for him, such as SakuRin, ReiRin, and KeiRin.
But you are correct if you mean that it is the most likely pairing. Marisa and Rinnosuke are canonically very close.
