Surface Task Force or bust.
Here's the exact fleet I used. Damn near foolproof, just enough fleet air power with seaplane fighters on the BBs to get air superiority at the boss node after the LBAS fighters are done. Duck AACI wipes out every last remaining enemy bomber 9/10 times, and still the fleet is strong enough to S rank consistently.
Very cheap on buckets, I don't think I had to retreat more than once every twenty runs.
