North of Kyoto there is a really nice quiet residential area. Heard from a local gaijin that for people who move to Kyoto to work they can't really get a house in Kyoto itself because the neighborhood are so set that it is difficult to move into a neighborhood unless you have relations in it, so they live in the surrounding towns instead.

And that's not just gaijin.
