Shiki, Saber (original), and Rin I would say.
Arc is up there but not quite legendary tier.
Of course that's just me trying to be objective. My personal favorites are probably Ryougi, Aoko (Tsukihime), Akiha, and Alice. Most of the main casts designed by Takeuchi are very strong.
