How? Which opponent do you think could perform better against Ciel than "a serious Arc acting almighty?". This is still the same Arc that was casually throwing around energy attacks so powerful they tilted the planet's axis as a side effect.
It's also mentioned during the fight Ciel was taking so much damage it was outpacing her regeneration, yet she still kept going. So which kind of all-powerful yet highly-rational enemy do you have in mind that could provide a better challenge for Ciel?
Most opponents Ciel would come across against aren't even going to require her Calvaria Star trump card in all honesty. She can just cut them in half with her blade.

Not even close. Ciel was fighting more than an hour with Vlov and most fights in Tsukihime take more than one minute.
