Remilia is by no means "benevolent". She's immature, selfish, and unreasonable, but in the end, it doesn't really matter. She'll walk in, make some unreasonable demands, everyone will scramble to fulfill them, and then it stops mattering because Remilia already moved onto her next whim. It's pretty much all pretense, which can be said about a lot of Touhou. Nobody's really worried because it doesn't actually matter much.
And despite that one-off line in Sangetsusei, Remilia isn't shown as particularly considerate towards the fairy maids, either. Everywhere else it's depicted as a lousy place to "work". The advertisement in AFiEU is satirical, Cirno thinks it's slave labor, and so on. But it doesn't really matter, because it's ultimately everyone just playing around. The fairies join the mansion, play at being maids, get yelled at, never do anything useful, and leave when they're bored. Nobody actually expects anything from them, and it works out fine because their real purpose is to make Remilia look important by having lots of "maids" around.
It's all just pretense, and that pretense is key to a good, largely happy interpretation of Gensokyo.
The youkai act tough but never seriously threaten the villagers, and are perfectly polite and reasonable when they visit, the villagers act as if they're scared but are largely amiable with them (and it's fairly safe to leave the village during daytime), and can fend off many of the weaker ones, and most conflict is handled through mock battles, where no-one is at serious risk. Everyone understands how Gensokyo works and plays along, and everyone is pretty content with their situation. It's a charade, but as long as everyone goes along with it, things work out fine.
