I think a lot of it has to do with nostalgia. If you saw a swimsuit in a JAV scene you really liked, naturally you'd want to recreate that yourself.
Generally though modern swimsuits have a lower cut, so it doesn't ride as high into the crotch and doesn't expose the hips.
They also don't accentuate the hips and butt as much in my opinion.
Graphic print designs are also more common, which are just totally unsexy. They're less embarrassing for girls to wear, and less interesting for men to look at.

There are some modern designs that are popular, like the Mizuno Stream Ace and Asics Spurtex, but they get sold out quickly as well. These things are also exclusive to the Japanese market.
