He basically has, given how many years ago it was that he said it was a rare possibility. He also long ago cautioned back in those old Q and A sessions that the answers he was giving were not set in stone yet.

Back in the day he hadn't settled on just how he wanted the afterlife to function. These days he has a much more concrete idea on how it all works, how relationships with monster girls become eternal, etc. Having your soul "tainted" by marrying a monster basically is now the default thing that happens, ensuring you and her meet and marry again in subsequent reincarnations.

An afterlife is also mentioned, it's existence being why you need Hel's help to call back a soul that has gone over to it, but we don't know much of anything beyond that (and that a certain ritual can ensure a monster girl and her husband stay together in the afterlife). The fact that it exists though, and how special the various reincarnations that have been mentioned seem to be (it seems to usually require a deity to directly intervene and perform the reincarnation), would indicate that most people in the setting don't reincarnate.

In terms of sources, the original angel profile doesn't address their rank (likely due to it being such an old profile), but the valkyrie is noted to be mid-rank and the houri low rank, and KC's comments when he released the houri profile note that the houri is equivalent to the regular angel in rank.
