A lot of people had that impression.
Rika had a revelation of how loved and protected by the city she was while her friend performed a torture murder ritual on her for wanting to leave, just one episode after seeing every resource she had for help in previous loops brutally murder her as well.
We've seen how Rika feels about her life in Hinamizawa at several points before, the endlessly repeating club activities just brought her pain.
She wasn't happy with eternally living in june 1983 with her friends, she wasn't happy with staying in Hinamizawa, she wanted a new, exciting world.
To Rika, Hinamizawa represented her fate. To think "This is fine, I love this city, I love these people, I should never have wanted to get away" after being horrifically tortured by them again a short few years after she managed to escape it, right at the point she was convinced to commit suicide... Well, whether you think those feelings are genuine or not is up to you.
