Eh, you're right, this isn't quite the typical situation, "fork" is kind of ambiguous here...

The way I see it, the main branch moved to touhouwiki.net. All was well, but then wikia decided to appoint new admins, remove the links to the new location, and thus create a fork using the old content (to keep milking what's left of the ad cashcow, I presume). I sure would love to know what Stallman has to say about this development.
