I always assumed it was intentional, you run into someone somewhere, your relationship improves just a tiny bit, like neighbours. Living with roommates just kinda forces you to learn more and more about the other person, even if you don't talk all that much.
Besides, it's 4 a pop, anon. There are better things to do to win girls over than running back and forth like a retard, like grinding your own stats, you do need reliability as well afterall.
Maybe it could activate only once per 30 or so minutes, if it's really that big of a deal. But I don't think it needs to change.
