Unfortunately, Sakura was meant to be a slut character, hence one of the reasons. You can also try to reason that early and prolonged sexual stimulations (by the worms) might have some contribution to it. She was kinda made to be so.
But Aoko (and most other characters) weren't. And anyway, that wasn't a problem in OG, most charters were reasonable. I'm mostly bitching cause newer designs tend to emphasize breasts more and more and I'm pretty worried about it.
