Not the culprit but an accomplice working for the culprits, we know Marutake is apart of the BBKB organization which is safe to assume is a government/Political group interested in developing Bio-weapons' like the Tokyo group was. The MAIN culprit is probably Keiichi's assistant Sirus or Keiichi himself but I lean more towards Keiichi getting rid of Kisaku instead of personally orchestrating the division between Polaris and the village since he knows that would lead to a bloodbath which is why I suspect it to Sirus either someone who worked for Keiichi or works alongside him we see him during the Polaris flashback encouraging them to give in to their hate and act violently out which is what got them to be relocated to the village in the first place (which was something Keiichi got them to do that he admitted to already)
Which explains why the H-137 injection is back and why Marutake is using the same Cover Tomitake used when he visted the village since No one suspected him taking pictures and walking around.
