I originally picked colors closer to the colors she has in the fighters thinking of pc98 color limitations but I think picrel would also be feasible in the 4096 available colors available, and with that many colors making other touhous might be easier.
But I guess the color choices of ZUN had more to do with the 16 max colors at the same time.
