You can still download the PV, create an srt or another supported format, send the file to the producer through another medium (like on his twitter or e-mail) and then he adds to the video manually. Some producers may still do that for popular languages like english.

I wish producer also added japanese subtitles since just machine translation is much better than speech recognition with non-human voices (and for timing with text lyrics).
