Blogspot is less strict when it comes to ad-making blogs (Wordpress can be anal at times), so I'd recommend it. It's also easier to use than vox or multiply. As for sites to submit to, digg is a great idea, especially if you already have a built-up account. Other general submission sites include reddit, ebaumsword, madville (hard to get accepted though), stumbleupon, mixx, propeller. I have an entire list of them but I'm not allowed to reveal that much about business techniques.
