I don't know why is it, but whenever there's a certain amount of english viewers on a stream, the chat seems to be endlessly spammed with "memes" and stupid jokes. It's like they can't stand the thought of saying something that isn't "funny" (not like what they say is actually funny), like a simple "nice" or "good job" when appropriate. I have been watching some of Hana Machia's streams lately (she speaks english often) and reading the chat just makes me tired sometimes.
Honestly I don't think there's anything one can do about it, that's just how it is, for better or worse, and it isn't going to change any time soon. But if I had to guess why, I think japanese viewers (in general) don't mind just blending in with the crowd because that's just part of japanese culture as a whole, so they often just speak when appropriate and try to not get in the way of others (which is why you often see a somewhat organized spam of "kusa"/"naisu"/"kawaii" depending of what the streamer does). While westerners (in general, of course) live in a culture where there's a big incentive to stand out, or to be unique, so they often do it by trying to be "funny", or by saying something they think will bring the streamer's attention, even if it could be rude or inappropriate (AND SOMETIMES WITH ALL CAPS BECAUSE THEY REALLY REALLY WANT THAT ATTENTION). Not saying one type of chat is necessarily better than the other, I mean, you can definitely have fun by "memeing" with the chat, but it can be really frustrating if you aren't into it, and can also be somewhat of an annoyance to the streamer (depending on who they are).
