Seems like live chat is just "rendering", or whatever process causes it to be delayed (presumably it goes through the spam filter a second time). If it was edited, there'd be a box with "Live chat replay is not available for this video." over the recommended feed.

Or are you watching the archive? It's probably not processed yet, so the chat replay will be available later

Nothing you can do until it gets "truly" processed. Youtube is doing some new shit which makes videos fully available on the website but a youtube-dl attempt will net you the last 2 hours.
You can tell when the video is fully processed if the chat pops up, either "This live stream doesn't have chat replay" or full chat works.
You can also right+click and check "Stats for nerds" and see if the value "Post-Live Manifestless" is there and if it is you are shit out of luck.
