I think one of the main reasons for that is her demeanor adn the way she is presented, she is more of a homely character with a hints of tragedy, and people usually are more so drawn towards the adventurous characters, some which tehy can follow along interesting adventures and the like, but with Akyuu she is more the kind where you'd follow her day to day, maybe she'd get into trouble or go on whatever small adventure, but nothing too big and exciting, so naturall y those who are seeking grand advenntures are drawn to other characters, plus the tragedy part might push away those who are casually looking for something nicec and simple. The perception would be forced into "she dyes her hair because she wants to emphasise her youthfulness" which paradoxically makes her less youthful, on account of her true age despite her remaining youthfulness. This same effect could happen with even a faux-hag, if the perception is that the hair colour doesn't fit her complexion and condiment and there is no conceptualised stylistic reason for dyeing. In this case, she would not become more "mature" in a strict sense because her youth is a self-evident fact. In that sense, it could be about true age and its effect on implications of dyeing.
