Remember, cuteness means neotenous traits. Neoteny is roughly, being a baby. When we see something cute, our minds interpret that as seeing a baby, which is why our brains go into "protect the cute thing" and "hug and cuddle the cute thing" mode. If you wanna draw cute things, just think of the baby and it's features: large head, large eyes, small nose, clear skin, less facial detail, etc. If you think about it, it's the stuff anime is made of, which makes it appealing in a "ugu kawaii" sort of sense.

here's the thing. are you relying on art to be your main source of income? if yes, then get a job, even low pay ones, preferably ones that just require you to sit around so you can draw there, like a night shift security guard. if you are not relying on art as an income, then forget about it. i know easier said than done but you are in no rush to git gud. take your time and relax.
