I don't think Ruan Jia has a case for these, as the design is very generic, but if you check the shading at the furrowed brow, it's very obviously a 1:1 copy, maybe even a copypaste, so it's undeniable they got it from him.

Even in the west you could argue it's transformative, like that comic guy who copied the stock old lady from Google Images.
It is negative for your image as an artist, but not against any laws. At least not enough to get money. All you can get is social media attention, and that's what he's getting by crying some. All marketing, if I had to bet.

And they don't match 1:1 because some details are different, but you also can't really go out of your way to make sure you don't accidentally draw something so incredibly generic that someone else already drew, if it's based on something like traditional armor or some shit.
